BACKGROUND:

The Water Utility issued Bid 17-063 seeking a qualified vendor to supply liquid cationic emulsion polymer for use at the Springbrook Water Reclamation Center (SWRC). The liquid cationic emulsion polymer is used in dewatering the residual solids from the wastewater treatment process.

1 The bid equalization factor is the dollar value of reduced disposal costs associated with the polymer vendor’s product. 

2 The net cost is equal to the bid amount minus the bid equalization factor.

                     

In the procurement of liquid cationic emulsion polymer, the Water Utilities takes into account how much polymer is needed to dewater the residual solids which includes disposal costs of the residual solids.

 

The bidding criteria is based on the price per pound of polymer needed to produce 4,000 dry tons of residual solids.  The net cost of the vendor’s proposal includes the vendor’s bid price less the Bid Equalization Factor which evaluates the effectiveness of the polymer in dewatering the solids, as well as how much residual solids are produced and the costs of disposal.   

 

Nalco Chemical’s base pricing was slightly higher than BASF.  However, Nalco’s product was more efficient (requiring less polymer) to dewater the same amount residual solids and will produce less residual solids, therefore reducing disposal costs.    

 

Nalco Company is a Naperville company and is highly regarded in the Water Treatment industry

 

Staff recommends Award of Bid 17-063, Centrifuge Dewatering Polymer, to Nalco Company for an amount not to exceed $156,962 and for a 20-month term.

Polymer for biosolids dewatering is expensed to the Chemicals account listed below. A total of $127,920 is budgeted for 2,400 dry tons of biosolids in the CY2017 budget. The requested award is within budget.
