BACKGROUND:

The preservation of the Martin Mitchell Mansion (Mansion) and other Naper Settlement (NS) historic and modern structures that house and display artifacts is an ongoing and integral part of the museum’s mission. Artifact and historic structure preservation requires a sensitive blend of managing temperature, humidity, building use, knowing the historic or modern construction fabric, and how the building's finishes impact the way the building breaths. These facets play a crucial role in how well the building and artifacts are preserved. Knowing that each building's environmental equipment is specifically designed to manage and operate that building's preservation needs under prescribed museum guidelines is essential.  Improved HVAC system design will efficiently perform and deliver consistent and necessary temperature and humidity control which helps the preservation of these valuable community assets for future generations. It is essential to keep the technology updated and the equipment running as efficiently as possible for the health and longevity of these assets.

 

Naperville Heritage Society (NHS)/Naper Settlement previously received a National Endowment for The Humanities Environmental Assessment Grant (NEH) which generated detailed recommendations for prioritized, improved HVAC equipment and operations at all NHS buildings. Through this grant the preservation and environmental engineer’s focus covered equipment and operations investigation, monitoring temperature, humidity, and general building use over a two-year timespan of data collection. The grant’s final report recommends a global perspective covering future equipment planning and operating design guidelines for each NS building.  When new equipment is required it will be designed to improve energy efficiency, temperature & relative humidity management, all crucial for successful artifact & structure preservation.

 

This multi-year HVAC CIP improvement project is designed to incorporate these environmental engineering recommendations and life cycle equipment replacements that meet or exceed museum industry standards and proactively plan for aged HVAC environmental operating systems replacements. As these systems age and become more costly to operate and maintain, staff will recommend planned replacements of the prioritized buildings.

 

DISCUSSION:

This preservation HVAC equipment improvement project will direct the museum to apply best practices for mechanically engineered designed preservation and associated equipment in order to best manage the sensitive building environments at the Mansion.  Advances in HVAC equipment and theory related to museum best environmental practices, preservation, energy efficiency, temperature and humidity control, and technology, are now incorporated in the Mansion’s new equipment design plan, and as guided by the NEH Grant recommendations. Naper Settlement recommends utilizing an approved cooperative contract OMNIA #02-91, through Midwest Mechanical. Midwest Mechanical currently provides design-build, commercial, residential HVAC operating equipment maintenance and new installations. Naper Settlement presently contracts with Midwest Mechanical for its residential HVAC equipment in all NS buildings.  Controls for all upgraded and replaced HVAC equipment will be a separate project through TAC Controls, a Schneider Electric Company.

 

After thorough investigation, research, and guidance from the mechanical engineer Mark Nussbaum, ACE, the HVAC equipment replacement scope for the Mansion is designed and specified.  Midwest Mechanical provided an acceptable solution proposal with a recommended total amount of $354,245.

 

The project is anticipated be completed by December 31, 2024.

 

FISCAL IMPACT:

CIP #: NS052 - Preservation HVAC Improvements - Multi-Building

 

Costs associated with the HVAC equipment improvements to the Naper Settlement buildings are expensed to the account number listed below. The approved budget for this project was $218,250. The requested award exceeds the budget for this project by $135,995; however, the excess can be accommodated in the Capital Projects Fund due to delays or deferred projects in other departments. Staff will monitor expenses to ensure compliance with budgetary guidelines.
