BACKGROUND:

The other related items to the North Aurora Road project on the City Council agenda are:

                     19-1093, Adopt a resolution approving the local-public agency agreement with the Illinois Department of Transportation for the construction engineering services and construction of North Aurora Road between Frontenac Road and Fairway Drive

                     19-1094, Adopt a resolution to appropriate funds for the Reconstruction and Widening of North Aurora Road

 

The section of North Aurora Road between Pennsbury Lane (1,500 feet west of the EJ&E Railroad in Aurora) and Fairway Drive (west of IL Route 59) is the only section of this road with a single lane in each direction for several miles to the east and west, creating a bottleneck.  Widening the section of North Aurora Road between Pennsbury Lane and Frontenac Road is included separately with the underpass improvement project (CIP Project #BR005).  Construction of the railroad bridge project is anticipated for 2022 to 2023. Construction of the road widening project is scheduled for 2020 to 2021.  The total length of this roadway segment (Frontenac Road to Fairway Drive) is approximately 0.9 miles. Naperville Township has jurisdiction of North Aurora Road between Enterprise Court and Country Glen Drive (approximately 850 feet in length).  The existing traffic exceeds the capacity of the current roadway.  Over the next 20 years, traffic volume is expected to reach nearly 30,000 vehicles per day.  In 2019, the City of Naperville and Naperville Township Road District conducted final engineering to develop a design for widening of the North Aurora Road between Frontenac Drive and Fairway Drive.

 

The North Aurora Road reconstruction and widening project will widen North Aurora Road from two lanes in each direction with a flush median to four lanes in each direction with a flush median. This project will match into future or already widened sections to the west and east. Between Frontenac Road and Weston Ridge Drive, North Aurora Road will be reconstructed and widened. Between Weston Ridge Drive and Fairway Drive the roadway already includes two lanes in each direction with a flush median so this area will only be resurfaced. A five-foot wide sidewalk is included along portions of the north side of the road and an eight-foot shared use path will be constructed along the south side of the road throughout the project limits.

 

The City of Naperville has been working in partnership with the Naperville Township Road District to widen the section of North Aurora Road from Frontenac Road to Weston Ridge Drive (CIP# SC033).  On April 15, 2008, the Naperville City Council approved an intergovernmental agreement with the Road District to begin preliminary engineering for this improvement (Agenda Item I2j).  On August 15, 2017, City Council approved the first amendment to the intergovernmental agreement that defined the division of costs related to preliminary engineering, design engineering, and negotiation services for land acquisition.  On July 10, 2019, City Council approved the second amendment to the intergovernmental agreement that extended the Reconstruction and Widening from Weston Ridge Drive to Fairway Drive and established each agency’s responsibilities and the approval process for purchase of required right of way and easements along the frontage of eleven properties on the project corridor.

 

DISCUSSION:

The third amendment to the intergovernmental agreement is to establish each agency’s responsibility for the estimated construction engineering cost and estimated construction cost.

 

The section of North Aurora Road to be reconstructed and widened has frontages within the City of Naperville’s jurisdiction and Naperville Township Road District’s jurisdiction. The City of Naperville is responsible for 80.2% of the roadway frontage within the project limits and Naperville Township Road District is responsible for 19.8% of the roadway frontage within the project limits.

 

The construction engineering cost for the project is $1,137,851. Based off the roadway frontages within the project limits, The City of Naperville is responsible for 80.2% ($912,556.50) of the local share cost and Naperville Township Road District is responsible for 19.8% ($225,294.50) of the local share of the construction engineering cost. Approval for construction engineering contract was approved November 5, 2019.

 

The estimated construction cost for the project is $11,200,000. $6,000,000 of construction cost is to be paid with Federal Surface Transportation Program Funds leaving the remaining local share of $5,200,000. Based off the roadway frontages within the project limits, The City of Naperville will be responsible 80.2% ($4,170,400) of the local share and Naperville Township Road District is responsible for 19.8% ($1,029,600) of the local share.

 

In March of 2014, the Naperville Township Road District used a $640,000 Congressional Grant for improvements to Diehl Road associated with the Route 59 Improvement: Aurora Avenue to Ferry Road Project (CIP# SC220). To offset the Naperville Township Road Districts contribution for the Diehl Road improvements, the City of Naperville agreed to give the Naperville Township Road District a future credit of $640,000 toward the North Aurora Road reconstruct and widening project. Therefore, the amount owed by the Naperville Township Road District for estimated construction cost is reduced from $1,029,600 to $389,600. The amount owed by the City of Naperville for estimated construction cost is increased from $4,170,400 to $4,810,400.

 

The City of Naperville is the lead agency for this project with Naperville Township Road District being the financial partner per terms. Staff will bill Naperville Township Road District appropriately as IDOT invoices are received.

 

Staff recommends approval of this third amendment to the intergovernmental agreement with the Naperville Township Road District.

 

FISCAL IMPACT:

The estimated construction engineering cost for the project is $1,137,851, with the City of Naperville responsible for $912,556,50.  The award of the construction engineering contract was approved by the City Council on November 5th.

 

The estimated construction cost for the project is $11,200,000, with the City of Naperville responsible for $4,810,400 as programmed in FY2020.
