BACKGROUND:

Naperville’s official website (www.naperville.il.us <http://www.naperville.il.us>) is the City’s primary tool for informing citizens about the services it provides and, in many cases, offers a convenient, virtual option for conducting business with the City. In 2025, more than 900,000 unique users logged more than 2.6 million pageviews.  The website is administered and governed by the Communications Department with technical support from the Information Technology Department and the City’s current website vendor.

 

The City’s website has not undergone a comprehensive redesign and restructuring since 2016. Since that time, staff has worked within the capabilities of the existing content management system (CMS) to update the website as information and programs have changed and as online service offerings have been added. However, the length of time since a full review of the site’s navigation, evolving cybersecurity threats, and the 2024 announcement of a federal accessibility mandate prompted staff to reassess the City’s needs and options.

 

In August 2025, the City Manager’s Office issued RFP 25-103, Website Hosting Solution and Content Management System, to identify a strategic partner that could provide professional services for the redesign, development, and ongoing hosting and maintenance of the City’s website and CMS.

A selection team comprised of staff from the City Manager’s Office and the Information Technology Department evaluated the proposals, which were scored based upon the criteria set forth in the RFP:

 

1. Capability, Capacity and Qualifications of the Proposer (15%)

2. Suitability and Quality of the Approach (40%)

3. Milestones and Deliverables (30%)

4. Outcomes to be Achieved (15%)

 

After review and scoring of the proposals, the selection committee invited the top four vendors, CivicPlus LLC, Granicus LLC, Planeteria Media, and Revize Government Websites, to attend interviews and demonstrations.

 

Following the completion of the interviews and demonstrations, the selection committee rescored the vendors. The vendor with the highest qualification score, CivicPlus LLC, is recommended for award. The table below provides a summary of the final qualification scores:

CivicPlus demonstrated a strong understanding of Naperville’s needs and challenges in the areas of website management, infrastructure, and security. Their representatives presented a thorough proposal to meet the City’s desired outcomes and solutions to ensure the City’s ongoing compliance with accessibility standards. Additionally, they demonstrated how the solution could consolidate tasks and workflow, allowing the City to discontinue use of several independent products currently utilized for website hosting and maintenance.

 

The selection team is confident that CivicPlus LLC can meet the objectives identified and provide the City with a reliable, scalable, accessible, and secure website hosting solution as well as a user-friendly CMS that allows for the efficient and effective management of digital content.

 

The term of the contract is four years from execution of the Professional Services Agreement, with six one-year options to extend.

 

FISCAL IMPACT:

Website Hosting Solution and Content Management System expenses will be charged to the Other Professional Service account listed below. The 2026 Budget includes $100,000 for the website redesign. Of the recommended award amount, the first year costs are $94,960, which is within the budgeted amount for this expense.

 

In future years, the budget for website hosting will be updated to reflect the recommended award amounts.
