The Department of Public Works - Public Buildings Operations (PBO) is responsible for the maintenance of the building, pedestrian ways, tunnel, stairs, shelters, and lighting at the Downtown Naperville Metra train station.  Over the past several years, PBO has focused on completing exterior improvements on the building including replacing the roof, tuck-pointing, and renovating the stairs on the south side of the tracks leading to the pedestrian tunnel. In 2019, PBO replaced the doors on the north and south sides of the station as well as the concrete approaches adjacent to the sidewalk to meet ADA requirements. 

 

On April 13, 2020, the City Manager awarded Contract 20-125 to Garland/DBS Inc.   As part of CIP MB180, the purpose of this contract was to renovate the north stairwell on the east side of the train station and the four stairwells at the Washington Street underpass as well as complete ceiling repairs and replace a section of expansion joints on the station platform.

 

DISCUSSION:

Garland/DBS Inc. originally provided two proposals for the stair renovation project. One proposal covered the work associated with replacing the expansion joints and completing ceiling repairs and the second proposal provided a quote to renovate the stairs at the Washington Street underpass. The second proposal was interpreted by staff to include pricing for all four set of stairs at the Washington Street underpass.  After the contract was awarded, staff discovered that the price provided in the second proposal was based on a single set of stairs at the underpass. 

 

Staff requests to cancel Contract 20-125 in the amount of $59,636 and award Cooperative Procurement 20-125B for the work to renovate all four Washington Street stairs. Work will include the removal and replacement of the traction pads on each step, DuraWalk coating consisting of primer, base and top coat as well as patching of the concrete stairs.  This work will be completed by September 30, 2020. 

 

The portion of the original project to renovate the north stairs will be deferred until 2021.
