BACKGROUND:

The vehicles listed in the chart below were reviewed and approved by the Fleet Economic Committee and Fleet Services Manager for replacement in the 2020 budget. Vehicles are evaluated for replacement based on four criteria: age, usage, condition and repair costs. A vehicle must receive a score of 23.0 or greater to be recommended for replacement. These vehicles exceed the minimum score as shown in the table below.

In the FY2020 budget process, the Police Department received approval to add four new police officers to their staff. The Police Department also received approval from the Fleet Economic Committee to add two new vehicles to the fleet to accommodate these new personnel. The new fleet units will be identified as Units 112 and 119.

 

DISCUSSION:

Units 133, 170, 172, 174, 181 and 189 are assigned to the Police Department - Patrol Division. The units will be replaced with 2020 Ford Utility Police Interceptor Hybrids specified identically to maintain fleet and operational conformity.  All replacement and new units will be used in the same capacity as the current units.

 

Units 133 and 172 are 2013 Ford Explorers are used daily by Patrol Sergeants to cover patrol of the City and respond to emergency and non-emergency calls.

 

Unit 170 is a 2015 Ford Explorer, Unit 174 is a 2015 Chevy Tahoe, Unit 181 is a 2013 Ford Explorer, and Unit 189 is a 2017 Ford Explorer. These units are used by patrol officers to cover patrol of the City and respond to emergency and non-emergency calls.

Units 112 and 119 are new units in the fleet that will be assigned to the Police Department - Patrol Division. The units will be used daily for call response and proactive policing.

 

Unit 147 is a 2015 Dodge Grand Caravan used by the Police Department as a CSO vehicle. The vehicle is used in daily patrol by CSOs in non-criminal assignments such as parking enforcement, as well as at festivals and special events, assisting officers with patrolling festival grounds, crowd control, parking and directing traffic.

 

The retired vehicles will be sold through one of the City’s auction companies. 

 

The new vehicles are available on the SPC Cooperative, an approved cooperative through Currie Motors, Contract #152.Using the City’s specifications, Currie Motors has quoted the nine vehicles in the amount of $38,626 each, for a total of $347,634.  Each vehicle has an order to delivery timeframe of four months.

Police vehicles are expensed to the Vehicles and Equipment account listed below.  A total of $428,000 was budgeted for the 7 replacement vehicles as well as the 2 new vehicles in 2020.  The requested award is within the budgeted amount for this expense.
