BACKGROUND:

The Transportation, Engineering and Development (TED) Business Group issued Bid 23-004 seeking contractors to perform annual street patching throughout the city. The project involves replacing isolated sections of deteriorated pavement with hot-mix asphalt to varying depths, depending upon severity. The strategy is used on streets in relatively good condition but exhibiting isolated defects. Additionally, this project will install permanent patches to take care of potholes that developed over the winter months. This maintenance program prolongs the life of streets, ultimately saving money.

The Engineer’s Estimate is based on the contract unit prices from the 2021 and 2022 patching programs, adjusted to account for inflation. The low bid is within 0.1% of the engineer’s estimate. Increased costs from vendors can be attributed to the increase in cost of materials and fuel required to produce hot-mix asphalt.

 

The completion date of this project is September 29, 2023.

The 2023 Patching Program is expensed to the Infrastructure account listed below. This is related to MP009, Street Maintenance Improvement Program (MIP); in 2023, $3,300,000 is budgeted for this project in the below Infrastructure account.
