BACKGROUND:
The Transportation, Engineering and Development (TED) Business Group issued Bid 25-018 seeking contractors to perform annual street patching throughout the city. The project involves replacing isolated sections of deteriorated pavement with hot-mix asphalt to varying depths, depending upon severity. The strategy is used on streets in relatively good condition but exhibiting isolated defects. Additionally, this project will install permanent patches to take care of potholes that were developed over the winter months. This maintenance program prolongs the life of the streets, ultimately saving money.

The Engineer’s Estimate is based on the contract unit prices from the 2023 and 2024 pavement patching programs and adjusted to account for inflation.
Geneva Construction Company has successfully performed the patching program in past years, with the most recent being in 2022. Staff recommends Geneva Construction Company for the award as the lowest responsive and responsible bidder for the procurement of construction services, as defined by section 1-9B-7 of the Procurement Code (RBO-qualified).
The final completion date of the work is September 26, 2025.

The 2025 Pavement Patching program is expensed to the Infrastructure account listed below. This is related to MP009, Street Maintenance Improvement Program (MIP), which $12,000,000 is budgeted for in 2025. Within the overall project budget, TED anticipated $600,000 would be needed for pavement patching. The requested award is within budget for this expense.
