BACKGROUND:
In February 2024, the Transportation, Engineering, and Development Business Group (TED) issued RFQ Work Order 21-012.0.A.00-TED, Construction Engineering - Sylvan Circle and East Porter Avenue Utility and Roadway Improvements. The purpose of this RFQ is to provide construction engineering services for the Sylvan Circle and East Porter Avenue Utility and Roadway Improvements project. This RFQ utilized TED’s approved phase III consultant engineering services shortlist.

Staff has evaluated both proposals and recommends retaining the services of Thomas Engineering Group, LLC to conduct the phase III construction inspection services for the project.
The term of the contract is from the date of award through final completion date of July 19, 2025, to allow time for final documentation following construction completion in May 2025.

Construction engineering services for the Sylvan Circle and East Porter Avenue Utility and Roadway Improvements project (SC259) are expensed in the Architect and Engineering Services and the Infrastructure account listed below. In 2024, the Capital Projects Fund has $176,000 budgeted for construction engineering and the Water Capital Fund has an additional $64,000 budgeted for construction engineering services related to SC259. The total budget for construction engineering services related to SC259 in 2024 is $240,000. Although the majority of work is planned to be completed in 2024, it is likely the full construction engineering expense will not be realized until 2025, which has an additional $60,000 planned for expenses related to SC259. The requested award can be accommodated within the full project budget.
