BACKGROUND:
The Southeast Waterworks reservoir underdrain sump pumps are used to collect foundation drainage from the underdrain system surrounding the reservoir.
The system consists of two 3-horsepower sump pumps that were originally installed in 2008. The pumps have now reached the end of their service life and need to be replaced. In addition, both drainage pumps are controlled by a single disconnect and cannot be monitored or remotely controlled through SCADA. These issues need to be addressed as part of this project.
Therefore, the proposed project includes replacement of the two existing drainage pumps, installation of vented junction boxes, a new programmable logic controller (PLC), new discharge piping, and associated wiring and conduits.

Performance Construction & Engineering LLC has extensive experience in lift station rehabilitation and has successfully completed similar projects for the City. Staff recommends awarding the project to Performance Construction & Engineering LLC as the lowest responsive and responsible bidder for the procurement of construction services, as defined by Section 1-9B-7 of the Procurement Code (RBO-qualified).
The completion date of this project is March 30, 2027.
FISCAL IMPACT:

The project will be expensed to the Infrastructure account listed below. This infrastructure improvement is part of the Water Capital Improvement Program and is budgeted at $300,000 for 2026. The requested award, including contingency, exceeds the project budget by $232,131. The preliminary budget estimate was established prior to the completion of design and included only the replacement of two pumps. During the engineering design phase, additional scope items were identified:
• The existing discharge piping is located beneath the building foundation slab and cannot be maintained without removing portions of the floor. It has therefore been redesigned to be routed outside the building.
• The two existing pumps are currently controlled by a single disconnect; this must be revised to comply with current electrical code requirements.
• A new PLC is required to allow monitoring and operation of the pumps through the SCADA system.
As a result of these additional scope items, the final construction cost exceeds the original budget. The shortfall is expected to be accommodated by delays and savings in other projects. Staff will monitor expenditures to ensure the Water Utilities Fund remains within budget.
