BACKGROUND:

The other related item on the City Council agenda is:

                     26-0668 - Adopt an IDOT resolution in the amount of $346,241.55 to allow expenditure of State Motor Fuel Tax dollars to fund a portion of the 2026 Micro-Surfacing Program.

 

Micro-surfacing involves the installation of a thin, latex-modified, asphalt-wearing course. The application will be placed in two lifts, generally on consecutive days, with a combined thickness of approximately three-eighths of an inch. New striping and pavement markings will be applied to the finished surface upon completion of paving. Micro-surfacing is a cost-effective preventive maintenance technique that can prolong the life of the pavement by keeping water and debris from entering it.

 

State Motor Fuel Tax (MFT) funds will be used for this project.  The expenditure of state MFT funds requires the approval and supervision of the Illinois Department of Transportation. Further, the corporate authorities of the municipality must adopt a resolution appropriating the MFT funds.

 

DISCUSSION:

On May 12, 2026, the Transportation, Engineering, and Development (TED) Business Group issued Bid 26-010, 2026 Micro-Surfacing Program, seeking qualified contractors to perform micro-surfacing on various city streets.

Staff recommends awarding the contract to AC Pavement Striping Co. as the lowest responsive and responsible bidder for the procurement of construction services, as defined by Section 1-9B-7 of the Procurement Code (RBO-qualified). 

 

The completion date of this project is September 25, 2026.

The 2026 Micro-surfacing Program is expensed to the Infrastructure accounts listed below. MP009, the Street Maintenance Improvement Program (MIP), has an overall budget of $12,000,000 in 2026. Within the overall project budget, TED allocated $600,000 for micro-surfacing; this includes both micro-surfacing work and sidewalk removal and replacement, which has been awarded under Bid 26-011. MFT eligible expenses amount to $346,241.55, with the remaining balance of $12,878.15 being expensed to the Capital Projects Fund. The award requested is within the amount budgeted for this expense.
