BACKGROUND:
The City Council awarded Contract 24-026 to Copenhaver Construction, Inc. on December 19, 2023, with a completion date of October 14, 2024. The purpose of this contract was to rebuild Washington Street between Chicago Avenue and Benton Avenue. This work included the reconstruction of streets, water mains, street lighting and underground electric service, and all incidental and collateral work necessary to complete the project as shown on the final construction plans.
On May 7, 2024, the City Council approved Change Order #1 to add $479,501.76 related to items not anticipated at the time of bidding including additional non-special waste disposal, additional planter seat walls, and the removal of two underground storage tanks.
On September 3, 2024, the City Manager approved Change Order #2 to add $168,337.52 and 18 days to the contract. This was a contingency Change Order to pay for material overages as measured in the field and additional unanticipated work tasks. This additional work, including additional lead service replacement and installation of electric handholes for future wayfinding signage, required additional time for completion.
On November 5, 2024, the City Council approved Change Order #3 to add 26 days to the contract. These additional days were required due to changes in construction sequencing and phasing because of a delay in the construction timeline of the adjacent Washington Street Bridge project. Following this Change Order, the contract completion date was November 27, 2024. All streetscape construction work was completed on November 25, 2024.
DISCUSSION:
The current Change Order is requested to extend the contract completion date to allow for the completion of the traffic signal timing study and implementation along Washington Street.
Optimization of the traffic signal system was included within the scope of the Downtown Streetscape - Washington Street project. This task required data collection of vehicle volumes along Washington Street. For the data to appropriately represent anticipated traffic volumes, it was necessary to wait for the completion of both the streetscape project and the Washington Street Bridge project prior to collecting data.
The Washington Street Bridge was fully open to traffic in July 2025, and traffic volume data was collected in September and October 2025. This time period was required to allow traffic patterns to normalize following the completion of these projects.
The modeling was complete by the end of 2025, but implementation was delayed due to issues with the City’s traffic signal communication system.
Final signal timing adjustments were implemented in April 2026, and the final traffic signal timing report was submitted on May 11, 2026, making that date the final date of work.
Staff is requesting the time extension of an additional 530 days to extend the contract completion date to May 11, 2026.
FISCAL IMPACT:
There is no direct fiscal impact associated with this change order. This change order extends the contract in order to allow time for the traffic volume data collection and analysis to be completed.
