BOARD/COMMISSION REVIEW:

BACKGROUND:
The City Manager awarded Contract 16-246 to Granicus, LLC in 2016 for a five-year term. On September 7, 2021, the City Council waived the code to approve a five-year extension to the contract for $175,637.80. That term is expiring on October 31, 2026.

The purpose of this contract is to provide agenda management software and video streaming services for public meetings. The City currently uses Granicus software to provide live streaming and on-demand services for City Council, Planning and Zoning Commission and Transportation Advisory Board meetings.

DISCUSSION:
During the original five-year term and subsequent five-year extension of the contract, Granicus, LLC has experienced intermittent reliability issues and performance degradation, which have affected the delivery of video streaming services. Despite these technical challenges, the platform remains critical for maintaining public transparency and access to live and on-demand broadcasts of City Council, Planning and Zoning Commission, and Transportation Advisory Board meetings. A one-year extension is necessary to stabilize these critical public-facing services while preventing an immediate lapse in coverage. The term of this renewal is October 26, 2026, to October 25, 2027.

This short-term renewal allows the City to hold the vendor accountable to existing service level standards while granting staff the necessary time to rigorously evaluate alternative marketplace solutions. This timeline ensures there is no gap in critical public-facing services while staff evaluates long-term software needs.
